At the HfMDK, the winter semester 2020/21 will remain a hybrid semester with a mixture of online and face-to-face courses. Where this is possible without compromising the quality of teaching, more online teaching will take place.
The comprehensive distance and hygiene concept applies to face-to-face teaching and is binding for students, teachers, employees and all guests of the university. It is regularly updated.

As a general rule, students, faculty and staff should wear their own MNB, which should be reusable if possible. However, replacement MNB are available at the entrance free of charge.

The Hessen State Ministry for Higher Education, Research and the Arts (HMWK) makes the decisions and decrees applicable to the universities available as PDFs on its website.
If you have had direct contact with a person who has tested positive, the further procedure will depend on the measures taken by the public health department In this case, the public health department will usually classify you as "Contact 1" and send you into quarantine. The university is not authorized to impose further measures in this case.
Since health authorities are already overloaded with contact tracking, it may take some time before you receive notification and the opportunity to test. Therefore, as soon as you learn that you have had such direct contact with an infected person, we ask you to contact your supervisor or your teachers immediately and to refrain from entering the university. In addition, please wait for further action by the health authorities.
Persons who in turn have had contact with a "Contact 1" are called "Contact 2". In such a case there are no restrictions on entering the university. However, we recommend that, if possible, you do not participate in face-to-face meetings (meetings and teaching) until there is certainty about the health of "Contact 1".
For the time being, we would like to ask you to follow the regulations laid down by the Hessian Ministry of Education and Cultural Affairs for dealing with symptoms of illness and colds in daycare facilities and schools.

They will clarify whether an infection with the coronavirus is likely and initiate further diagnosis and treatment if there is reasonable suspicion. In any case, please report sick to your supervisor.
The Hessian Ministry of Social Affairs has set up a hotline for questions relating to the corona virus. It can be reached daily from 8 a.m. to 8 p.m. at 0800/5554666. If you suspect that you have contracted the coronavirus, please do not go to the doctor's office, but call them in advance. Thereby you will avoid possibly infecting other patients in the waiting room.

Please note: The Federal Government is constantly reviewing the extent to which areas are to be classified as risk areas. Therefore, there may also be changes at short notice, in particular an extension of this list. Please check immediately before you start your journey whether you have stayed in one of these areas within the last 14 days before entering Germany and which regulations currently apply to you.
We would like to point out that a return to the university from abroad can only take place in accordance with the quarantine regulations of the state of Hesse.
When inviting guest lecturers from abroad, please note the current quarantine regulations of the State of Hesse. The possibility of immediately bypassing a quarantine with a negative test result has been eliminated. Thus: If you come from a risk country and are subject to quarantine, you may not enter the university for 5 days despite a negative test result.

The student loan is a proven program of the Kreditanstalt für Wiederaufbau (KfW). Since 2006, it has offered students the opportunity to take up to € 650 a month.
As part of the bridging aid from the Federal Ministry of Education and Research for students in the Corona crisis, the group of recipients of the classic KfW student loan is being expanded for a limited period, and students are also being given the KfW student loan temporarily at an interest rate of 0%.

From June 2, the room booking for rehearsals and lessons will take place as usual until 12 noon the day before via raeume@orga.hfmdk-frankfurt.de. You can make a reservation for practice sessions of two or more people, it must be possible to trace contacts.
The corresponding form for contact tracing, which all students generally have to fill out as soon as two or more people rehearse together, is also sent to you when you reserve rooms and is also valid for guests from outside university. You can also get it at the gate and hand it in there.
Practice rooms can be booked directly at the reception as usual (without prior registration via the KBB). It is also possible to book practice rooms via the online room list.

The refectories are exempt from the current corona measures and are allowed to continue to operate. The canteen of the HfMDK is still open and the seats can also be used as before. The Studentenwerk Frankfurt asks all guests to observe the hygiene regulations - for their own protection and for the protection of other guests and employees. With a new legally binding regulation, the Hessian state government has extended "the standard period of study by one semester for all students enrolled at Hessian universities in the summer semester of 2020", "so that students do not suffer any disadvantages in terms of BAföG due to the restrictions necessitated by the corona pandemic. This regulation is limited in time until the end of 2021 and explicitly limited to matters caused by corona. The extension of the standard period of study by one semester does not result in an extended teaching entitlement.
The following should also be noted: In so far as online courses are available at training institutions in order to maintain teaching operations, participation in these online courses is obligatory in terms of the requirements for funding.
The ordinance is aimed primarily at mass university subjects in which examinations may be postponed. At the HfMDK, we currently assume that in the current as well as in the next two semesters all classes, although partly in different formats, and examinations will take place.

In order that contact persons of infected persons can be informed by the public health department, the data required for follow-up (name, telephone number, place and time of the meeting/session) must be noted if several persons meet in presence. The person who organizes the room for the meeting/sample is responsible for the documentation. This rule therefore also applies to all meetings and sessions in the administrative area and in the departments.
The Hessian state government has launched an emergency aid program: companies, clubs, associations, solo self-employed as well as artists who are in a dire economic situation due to the corona pandemic and who suffer massive liquidity issues are supported with a one-time, non-repayable grant.
The cultural department of the city of Frankfurt am Main has set up an additional emergency fund, with which artists can be given unbureaucratic help in special hardship and emergency situations. Individual artists, artist groups and collectives from Frankfurt am Main of different artistic genres are eligible to apply. The prerequisites are that there is an existential financial emergency due to the corona pandemic and that the federal, state or other third-party funding measures cannot be used or are not sufficient to ensure livelihood. The level of funding is decided on a case-by-case basis. It can range from 500 to a maximum of 5000 euros and is initially granted as a repayable grant. In individual cases, this can later be changed to a non-repayable grant.

The Hessen Economic and Infrastructure Bank (WIBank) grants loans between 25,000 and 150,000 euros for SMEs (up to 25 employees) and freelancers without collateral from the bank. "In any case, please make use of the emergency aid first before you apply for additional funding programs from WIBank. WIBank's loans are a complementary tool to meet additional liquidity needs. ”
The self-employed can inquire with their health insurance company and ask them to reduce their contributions to the minimum contribution rate due to the significantly lower sales forecast.

For the administration the following applies: Office work should continue to be carried out in the home office if possible. A rotation system (home office - office) will be developed in the respective administrative areas to ensure that not all persons of a department meet in presence. This is necessary for reasons of protection, so that no area in the administration can be completely absent.
With regard to work in the home office, the previous regulations still apply. In particular, overtime is not permitted in the home office. If this is to be possible in exceptional cases, we ask you to proceed as with overtime in accordance with the service agreement on flextime.

The employer is obliged to make sure that an objectively ill employee leaves work. If such an employee is sent home by the employer, the employee is entitled to continued payment in the event of illness. The regulations of the Continuing Pay Act (EFZG) apply. An employer that sends employees who are fit for work and ready to work home as a precautionary measure - e.g. in precautionary quarantine - remains obliged to pay the remuneration from the point of view of default in acceptance (§ 615 S. 1 BGB). In these cases, the employee does not have to make up for lost working hours.
With regard to continued payment of wages, the employer remains fundamentally obliged to pay wages if the employees are fit for work and ready to work, but are unable to employ them for reasons that lie within their operational sphere (so-called operational risk theory, Section 615 sentence 3 BGB ). This would include cases in which there would be significant staff shortages or supply shortages due to COVID-19 diseases, as a result of which the employer would temporarily cease operations. In these cases, the employees retain their right to remuneration even if they cannot work. Note: For these constellations, in which neither employer nor employee is responsible for the loss of work, individual or collective agreement agreements can regulate differently.
